In accordance with the instructions contained in your
despatch No 34, of the 24th ultimo, calling for a report
on the methods adopted by this office in the matter of
registering British subjects of Chinese descent in possess-
ion of certificates issued by the Government of Hongkong,
I have the honour to submit the following observations.
Being well aware of the ease with which fraudulent birth
certificates can be procured with the assistance of sub-
ordinate employes in the Registrar General's department,
through Chinese clerks in lawyers' offices in Hongkong, I
on my arrival here issued orders that every precaution
should be taken in examining the papers produced by appli-
cants for registration, and that the procedure laid down in
Sir Ernest Satow's circular of August 22nd, 1904, be strict-
ly adhered to. As the production of a certificate of pre-
vious registration is generally accepted as prima facie
proof
